Experience

Over the course of his 33-year career, Mark gained extensive global leadership experience, leading multinational, and intergovernmental teams. As a career Green Beret, Mark has served at every echelon of Special Operations Forces, leading our nation’s very bestMark served throughout the Middle East, Europe, and North AfricaHe has had the opportunity to lead strategic planning and operations working with the North Atlantic Treaty Organization, the United Nations, the European Union, the Department of State, and the U.S. Agency for International Development. During these opportunities, he led the complete revision of the Palestinian Authority Security Sector strategic plan, focusing on institutional reform toward affordability and sustainability. A prominent career highlight for Mark is fostering individual growth of his subordinates. Specifically, providing opportunities for inclusion and empowerment of women within his organizations. Mark spearheaded the command diversity and inclusivity program, improving leadership opportunities for women when serving as a Deputy Commanding General. In this capacity, he resolved multiple command climate deficiencies and led the selection of the first female C-Suite executive in the command’s history.   

Publications/Scholarly Work

Mark has written multiple articles and spoken on fostering Diversity, Equity, and Inclusion within organizations. He coauthored the Resistance Operating Concept, practices that are currently in use in the war in UkraineMark has written on assessing strategic risk, optimizing organizational design, and balancing U.S. and national priorities during coalition military operations. Mark is a contributor and has provided technical review of multiple RAND Corporation studies focusing on the use of Special Operations Forces in support of Irregular Warfare.
